I have replaced the o2 sensor twice on a 1996 dodge dakota. Only code is still o2, pulling 3 volts runs bad, clears a little at high rpm

The sensor should be between.35 and.55 volts. If it is out of those limits, it isn't good. Remove the sensor and bench test it. Check to make sure the wiring to it is in good condition and not corroded or shorting. Also, make sure the catalytic converter isn't plugges causing the sensor to malfunction.
