Does the check engine light come on for bulb check when the key is turned on without starting it?

No. I can only assume the bulb is either burned out or I have got two bad computers.

That only leaves the ECM.
I would go one step further first though. Follow a pinout diagram and verify all powers and grounds at the ECM.

I understand that the electrical systems in these vehicles can be. Temperamental. And complicated. I read test the oil pressure sensor can shut the injectors off, of it's bad. True?

No, that is not true. The oil pressure switch provides a redundant power supply to the fuel pump but will NOT cut the engine off unless the fuel pump relay is bad.
