1995 Mercury Villager won't start

I have a 95 mercury villager. It started running rough and the CEL came on, drove it home, now it will not start. It gave a code 34 and 51. Two injectors have high resistance(30&50) when checked with a meter. Question is-Will this alone cause it to set a code 51? I have spark and fuel pressure.

Resistance is not an accurate measurement of the functionality of a fuel injector. It's only measuring one aspect of the component. You need to do a balance test to determine just how well the injector is performing.
As for the resistance reading you found, the spec is 10 to 14 ohms so yes, those injectors should be replaced, although I doubt that to be the cause of a "no start"

If one injector is not performing well could that be the cause of a "no start"? Would a high resistance cause a code
51 fuel injector signal fault.
