When I first turn the air conditioner on it works perfectly. After running it about 30 to minutes it's still blowing but at about half of volume out of the vents. I've noticed that the air that does come out is not nearly as cold as well. I've changed the control panel on the dash since I know that those older controls had lots of problems and at first I thought that fixed the problem. But, it started doing it again. The compressor is engaged and it must have plenty of Freon since when I shut the engine off and restart after several minutes it works again and is very cold but fades after about 30 minutes again.
Any suggestions?

From your description it sounds like there is moisture in the system and it is freezing up. Meaning it gets solid like an orfice valve then freezes then you let it sit for a while and it works good again. The cure for this is to remove the charge and replace the drier and evacuate the system for about 30 minutes Freon sweep and do again for 15 minutes. Then recharge the system. That should cure it. As far as the blower slowing down it may be the relay has corrosion on it or the motor may be drawing to many amps. Or something similar to that.
