My 1991 Toyota Camry has the light indicator on the dash that says there is a light problem. I know that my hazard lights don't work and neither does my horn, but all the other light work fine, I also know that both the horn and the hazards are on the same fuse in the fuse panel, but when I put a fuse in it kicks it in a few seconds. It may help you to know that it doesn't blacken the inside of the fuse but it just blows it.

Remove the horn relay, in place of the fuse, use a testlite between the fuse terminals. If the lite comes on, there is short to ground, then we start hunting. By using the testlite you don't blow all your fuses. The testlite should control the load enough not to overheat anything, but, use quickly. It's a start.

It should be under the passenger side of dash. Note diagram.
