Wont start just clicking noise

I have a Earl 99 F350 and when I turn my key on all the lights on dash come on then fade away I get a clicking noise. My batteries are both good. I just replaced the GPR with a cheap one and that is when the problem started. I have already put a new higher quality one one. I have never had this problem before could I have fried the ignition switch are maybe even the voltage regulator?

Gotta know for sure that your batteries are not drained down.

Ok got batteries tested they are good. Guess I will have to start checking other things

It could be the starter is shorted out or the engine is locked up.
