As a general rule of thumb, you will need spark and fuel (and compression) to start the engine.
You need to make sure that the ignition system is working properly.

When you turn on the key can you hear the fuel pump?
An inoperative fuel pump can be due to a faulty relay, wiring issue or a bad pump.
First check the relay, it is located in the fuse box under the hood. Check for any corroded terminals or bunt pins. You can also test the relay functionality.

If the relay is good but still inoperative pump, then check for power at the fuel pump wire harness. If you have power but the pump does not work. Then it is a faulty pump and will need replacement.
