Tried starter fluid no start issue?

Won't start. Tried starter fluid and almost did. I believe there isn't any flow of fuel. Replaced fuel filter but I guess there's no power to it.

If it was fuel related it would have started on starting fluid. Can I ask how the engine sounds while cranking over? If the timing belt has jumped time the engine will act like it wants to start but won't. Here is a video for you to go over to help you see what's going on:.
