Will not start

Found bad fuel pump replaced with fuel filter. Found spark plugs fouled out, found timing was off by 10 degrees. Removed and replaced timing belt. Got spark. I noticed no check engine light when you first turn key on. Fuel pump does not start to work until you are cranking engine and still no start.

Check your EEC (PCM power) relay and the power supplies to it.
