1996 Volvo 960 Cold start problem

I have checked all the emissions, electrical, and fuel components. I started having real problems starting the car when the temps went below 40 at night. Now with temps in the teens, the car will not start. It has no fire, but cannot figure out why given everything like relays, fuses, pump, vacuum, etc seems OK. Any ideas?

sounds like you may have a issue with a faulty coolant temp sensor.
