1997 Volvo 960 wont start

my dads car wont start. he got a new battery, but, the horn goes off, and the flashers blink, but car won't start. please, please help us. he is 81 years old, and i need your help. thanks so much

since he got a new battery i guess it wont attempt to start?

batter conections clean and tight at battery, relay and starter?

any clicking noise? may be bad starter relay

turn on headlights, crank vehicle do lights dim, if not there is no power being used.

check faulty ignition switch and starter relay.
