2006 Volkswagen TDI Engine shimmy

When going up a hill at 60MPH my engine starts to shimmy. It sounds like a stuttering and the RPM's speed up to 3000 and the car slows down. Pushing the accelerator does not help. It continues to stutter. This is an intermittent problem but whenever the car starts to go downhill it runs normally.
It does not happen at low MPH below 50. No other smells or sounds are noticed. Everything else works fine.

Hi there,

This sounds like a fuel delivery issue, get the filter checked and the pump pressure and delivery rate as well, get a scan done to check for any unresolved fault codes, start here.

While it could be related to this, it seems too inconsistent and only begins at around 60 MPH. Once it starts it stutters like something is slipping but it is a quick stuttering that goes for a long time until the car goes down hill or I take my foot off the accelerator.

If I turn off the car and restart nothing happens for quite a while and then all of a sudden it kicks in. The car still runs but slower and with less power. The fuel sensor reads fewer miles per gallon too.
