2002 Volkswagen Passat Low/no power when hot 1.8 Turbo

In the summer time or if sitting in traffic and the engine
gets hot it really lacks power especially at low RPM. Once the RPMs are up it is slightly better but really doesn't get full power until it has had a chance to cool down by moving continuously for a while. The oil temp gauge never leaves the middle of the dial. What can I do to fix this?

No codes, recently had new oil pump but this hapened before that too. I'm thinking it may be something to do with using regular fuel and not premium, sound likely?

Maybe, but unlikely. Any abnormal boost noise? Like air leaking?

I haven't heard anything unusual, I have a small leak around the exhaust manifold so that makes a bit of noise that may block out air noise.
