My car is not turning over

I have a 1987 VW Jetta (4 cylender) which has 184244 miles on it. When I got the car it was in pretty bad shape so I had to do a lot of work to it. My latest problem is getting it to turn over. I have replaced the starter, battery, and battery cables. When I go to start it it only makes a clicking noise. I dont know what else to do and it is driving me crazy! Can someone help me please?

Could be a starter relay/neutral safety switch and ignition switch

Use a jumper wire between the starter battery cable and the solenoid S circuit on the starter -did the starter engage.
