1999 Beetle car alarm

We are having problems with the anti theft alarm. We had the lock mechanism replaced. It won't turn the alarm off all the time and the car is diabled. Can we disconnedt the alarm and still manually lock the doors? Sometimes we have to keep turn on and off for several minutes until it FINALLY turns the alarm off.
ANY IDEAS? We would like to disconnect the alarm.
