1995 Volkswagen Jetta No start with horn and hazards going

Hi, I know electrical problems are extremely hard to troubleshoot, but try this one. Just picked up a 95 Jetta. Today, I had no start, no turning over, nothing.

I cleaned the battery terminals, and put the cables back on, then the horn starts blaring constantly. When I disconnected the terminals at the horn, now the hazard light keep blinking. Weird to say the least.
My thoughts are either the ignition switch or maybe ignition coil? Your thoughts would be much appreciated. Thanks.

Its the security system
try and use the key to lock and unlock doors and or trunk
that should deactivate the alarm
if its an after market alarm
put window down
disconnect battery terminal
place key in ignition and turn to on position
reconnect the battery terminal

Thank you for your reply.I disabled the car alarm(factory) but still cannot start the car, which is the initial reason I disconnected the battery. I will check for voltage at the starter, ignition coil. At least I got the horn and hazards to stop their annoyance.

Does it have a shoulder seat belt?
If so I don't remember the year, some would not start with out seat belt in place
check it out too
check clutch position switch
it should have power at two positions with key in and in start position clutch pushed all the way down

No, car used to start without seatbelt engaged. Not sure where clutch position switch is. But I used to be able to start the car without the clutch. This is where I stand now, disabled alarm, but still no start.I noticed when I remove negative on battery for 10-15 minutes then connect, she turns over, but does not start. 2nd try gets me nothing. I'm at a loss.

Things do not add up here
are you positive and sure its not the security system
when it cranks check for spark

Hello I have a 97 jetta and mine did the same thing. Like you said leave the negative cable off for about a min then put it back on. MAKE SURE YOU TIGHTEN DOWN YOUR CABLES TO YOUR BATTERY OR YOU WILL HAVE THIS PROBLEM AGAIN. After I tighten mine down I never had this problem and YES It is your sercuity system.
