Vehicle will not start in cold weather

Have changed distributor cap and rotor, plugs and wires. No help on engine diagnostics

There's a number of things to consider, depending on what you consider cold. Below 0 degrees you might check fuel pressure. If it's low, suspect a warped fuel pump housing that is preventing it from running.

Viewing live data on a scanner will often offer some clues. In particular, if the intake air temperature sensor is reporting a temperature that's too high, the Engine Computer may not provide enough fuel for starting.

A missing signal from a crankshaft position sensor or camshaft position sensor could be due to a failing sensor or a bad connection in the plug. These will cause no spark. If the signal is missing from the mass air flow sensor, the computer won't command the correct amount of fuel to go with that air. All of those should set a diagnostic fault code, but also look for any signs of a leak in the fresh air tube between the sensor and the throttle body. If any air sneaks in without going through the mass air flow sensor, no fuel will be commanded to go with it.
