Remove the tail lamp housing and using a test light connected to a good ground. Probe the White wire with dark green tracer, with the hazard lights on. Probe at the pigtail connector from the body first. If you have a flashing test light while connected to that point check the connector for corrosion. If it looks good check the same wire right at the connector for the bulb. If it is out there you need to replace the pigtail and sockets for the light.

If you have no power in that wire at the connector then you need to get to the body control module and probe that same wire at terminal two in Connector two. If you now find power, one of the two connectors in that wire have corroded. The easiest repair for that would be to run a bypass wire. If you have a trailer tow package there is an additional connection to that harness as well.
