Mark, Did you ever get the problem figured out? I just had a fuse problem with my 98 RAV4 and hadn't a clue where the fuses were located. After referencing the owner's manual found 5 different loactions. The first two are on the drivers side in the engine compartment and there's another small box near the battery. There's one under the steering wheel and another one up under the passenger side near the right foot rest area. My problem was my emergency and turn signals not working after my son returned home from work Saturday night. I referenced the manual and the fuse box instructions on the bottom of the lid you have to remove to gain access to the main fuse box under the hood. However, when I looked for the fuse which controlled the emerency and turn signals, none was present. There was a spare 10AMP fuse in the fuse box, so I replaced and the blinkers immediately started working. The only thing I could figure out is there must of been engouh current to pop the fuse out of its slot. I looked for the burnt fuse and couldn't not find any in the fuse box area, so not sure if this is what happend. Hope this helps.
