2000 Other Toyota Models High idle problem

2000 Tacoma 3.4 V-6

When started idle, goes to 1800, then slowly drops to normal. Usually takes 4-5 minutes. If you don't wait that long and start driving, at 30 mph, the rpm is 2000 (seems like it doesn't want to shift). After a few minutes of driving once the engine warms up, idle returns to normal. I'm only getting 200 miles a tank, and it smells rich. I have no check engine light. I have changed the Throttle position sensor, engine coolant temp sensor, and idle air cont valve. MAF sensor and throttle body have been cleaned as well. At 30-40 mph, you can hear the exhaust surging, but no rpm fluxes on the instrument panel.

Did you adjust the throttle position sensor closed and wide open throttle voltages-

It was not adjusted but I will look at it. I have the factory service manual. The truck had the problem before it was changed.

I adjusted the TPD. The engine idles normally when it warms up. I changed the MAF last night with no changes at all. I did the resistance checks and open/closed test on the idle air control valve, but I assume that the test doesn't mean anything? Could it possibly be bad? I have not chnaged the O2, but like I said, it idles fine once warmed up and no check engine lights.

The IACV was cleaned originally (see original post), but not changed.

Try check for vacuum leak-from the aircleaner to the throttle body and also at the intake manifold and all vacuum hoses-

The vacuum etc have been checked. I took it to the shop today. The lower half of the radiator is ice cold and the coolant is not circulating. I have to do a flush and replace the thermostat. If it doesn't clear, I will be replacing the radiator.
