1992 Toyota Corolla losing power going up hills

Hi,
Can you help me please? I suck at changing my oil, I'm way over due right now and i'm wondering if that is partially to blame for my problem. When I go up any hill or slight incline, I lose power. I don't put the gas peddle flat to the ground so I don't blow a gasket but I'm lost other than my neglect for oil changes. Do you think the oil is the problem or could this be a fuel filter issue?

More like a fuel delivery issue, filter or pump, have the pressure tested before you get stuck someplace.

Sherri I think it is more of a fuel filter issue. These filters are rarely changed because they are hard to got to.
