The two backlights won't turn on. The dashboard lights went out too but after I changed the fuses the dashboard lights turned on again but not the back break lights. What might it be?

Check the bulbs and also the fuses
turn lights on and check fuses using a test light
check switch

I already changed the bulbs and checked the fuses but they still dont turn on the signal lights turn on but when I push the brakes they dont turn on. I also cant locate the switch
