2002 Toyota Camry no shifting 2nd to 3rd when cold

I have a camry 2002, when temperature is below 0, the transmission shifts from 1st to 2nd gear; however, it will not shift to the 3rd and 4th gear until I drive the car for at least 1 or 2 miles, then is normal and shifts ok
what can can possibly cause the problem besides the low temperature?

If the fluid level and the condition of it are okay-get these sensors checked out -coolant temperature/throttle and vehicle speed sensors, the computer uses these sensor's input signals to command and control the transmission.
