1994 Toyota Camry, radiator blew, after replacing, the fan no longer works unless the heat or the A/C is on. Help?

Welcome to 2carpros

For a start did you change the thermostat? Try checking the coolant temperature sensor it tells the computer to energize the relay so the fan will come On and also a temperature switch. Or could be the cooling fan motor defective-check all connections-

Check for power at the fan motor when the engine is fully warm up-also did you bleed the cooling system.
