As painful as it is to disclose, I am reporting back that the crankshaft was in fact aligned with the incorrect dot even after the second belt install to get the back cam sprocket in the correct position. Embarrassing but true.
For all others that encounter this thread, triple and quadruple check marks. In hindsight, I would have (and will in the future) make all my own new marks on crank and cam before disassembly so that there can be no chance of aligning the wrong mark.
While my scanner gave no code, apparently the ECM is "smart" enough to not ground the fuel pump relay if the engine is out of time. Fortunately for me, there was no interference problem.
Also, credit to Roy for calling for the compression test, which I didn't do because I didn't have the tool and didn't want to remove the intake manifold to do the test.
