Steady ticking noise under the dash

When I start the car and turn on the ignition the lights are on in the dash immediately I hear a steady ticking noise under the dash. The noise continues even when I start the car and engine is running. I know the blend door actuator on the drivers side is bad however, what could cause this ticking noise? Possible blower fan cage broken?
Is the blower fan supposed to run even when the air or heater is off?

Good morning.

Yes, the actuator makes that exact noise when it has failed. There are plastic gears in the actuator that strip and the ticking is the actuator trying to move as commanded.

It needs to be replaced.
