You know, I have been thinking for about 30 minutes trying to determine how the brake lights tie into the headlights system. I have looked through schematic after schematic, and they just don't tie. So, in my mind, that tells me there has to be a short to power related to the headlights.
With that in mind, the first thing I need you to do is remove the tail light assemblies and conform that the wiring isn't damaged (skinned with insulation missing), the connections are in good condition and the light bulb sockets are not damages, rusted, or corroded inside.
Additionally, if you have recently replaced any bulbs in the tail light assemblies, confirm they were replaced with the correct type of bulb. Also, turn the head lights on when the assemblies are removed. See if moving the wiring around turns the brake lights off. Also, there is a 6 pin connector that connects the wiring. Make sure there is no evidence of overheating (melting) there or the light sockets.
Here are directions for replacing a light. I'm adding them so you can see how the assembly is removed. The attached picture correlates with these directions.

REMOVAL AND REPLACEMENT
REPLACEMENT
1. Disconnect the negative (-) battery terminal.
2. Loose the screws holding the rear combination lamp then disconnect the 6P connector.
NOTE:
Take care that holding clip (A) is not to be damaged.

3. Remove the rear combination lamp and replace the bulbs; stop & tail lamp, turn signal lamp, back up lamp.
4. Installation is the reverse of removal.
