Small clunk noise when switching to four wheel drive low

When I flip the switch to go into four wheel drive low I hear a small clunk. If I flip the switch to four wheel drive high it is okay. I tried a used transfer case but it did the same thing. I cannot figure out what is wrong. Any help would be appreciated.

How are you actually shifting it? Four high can be shifted on the fly. Four low you have to stop, put the shifter in neutral or park and then it will shift into low.
In four high the transfer case just has a collar that shifts to lock the front drive shaft into gear, then the vacuum hubs engage. In four low there is a different gear set that engages.
