CEL = Check Engine Light.
When the CEL and sports lights both come on, an error has been detected and the trouble code is stored. In this case it should be the one that was mentioned, P1799.
This shold be an OBD II code but the link only provided a short description , interlock.
The interlock is for preventing the gear shift to be shifted out of park when engine is started or ignition switch is in ON position without depressing the brake pedal. It should not be inteferring with the transmission control system.
How did you retrive the trouble code?
Was more than 1 type/model of scanner used?
Try the following to see if you can retrieve any trouble codes. I am not sure if the A/T or Sports mode light would blink if it works.

The AT OIL TEMP warning light flashes the code corresponding to faulty part.
The long segment (1.2 sec on) indicates a "ten", and the short segment (0.2 sec on) signifies a "one".
