oil in air filter

I have a 1991 Subaru 4wd wagon with 205 000 km. I recently replaced the air filter and noticed that oil had made it into where the air filter sits. I cleaned it up and installed a new air filter, now it has happened again. What is going on?

Has the PCV valve ever been changed?

No, to the best of my knowledge the PCV valve hasn't been changed, I've had the car about 5months and haven't done it in that time not sure of its history before that. I don't even know where the PCV valve is.
