The replacement of the timing doesn't require a relearn procedure to be done.
Since it won't start, I need you to check for spark and fuel to the engine. If the timing was done correctly when the new one was installed, chances are either spark or fuel is missing.

Now, the easiest thing to do is check to see if it will start using starting fluid. If it does and then stalls, we know it is a fuel-related issue. If it makes no difference, then it is likely ignition-related.

I need to know which is missing. If it is spark, then it could be related to the flexplate simply because the crankshaft position sensor uses it to determine ignition spark timing.
