Starter will not engage when turning the key?

Starter will not engage when turning the key but will start when jumping from the starter relay. I have replaced the battery, starter relay, ignition relay, ignition switch and alternator, one note, when releasing the key from the start position the starter will "bump" for a split second, but only when releasing the key for s split second. All fuses look to be okay.

If all of the connections are good and clean the only part that could cause the problem you have described is a bad PCM, unless you didn't get the ignition switch clocked correctly. Here are the instructions on how to do the job in the diagrams below and I have included the starter wiring diagrams so you can see how the system works. If everything is good I would get a rebuilt PCM by searching Google or eBay. I have included how to change out the PCM as well. Check out the images (below). Let us know what happens and please upload pictures or videos of the problem so we can see what's going on.
