This is most likely one of two issues. Either the starter relay is stuck and remaining on or the solenoid in the starter has failed and is remaining on.
Basically the starter will come on as soon as there is voltage on the control side of the relay as it will close the relay and send power to the starter. Or there is a short in the starter that is allowing the solenoid in the starter to close.

Please let us know what you find but we are looking to test voltage on the control wire when the key is not in the on position. Or you could just pull the relay and then connect the battery again and see if it still tries to start. If it does then the starter needs to be replaced. If not, I would replace the relay.
