1994 Saturn SL1 fuel pump voltage drops

1994 saturn sl1 4cyl car won't crank, turns over good,firing good.Mechanic said fuel pump bad,changed it and still won't crank.Mechanic had surgery and I've got it back. I found the voltage to the fuel pump goes to 12v at start for about 10 or 15 seconds then drops to about 2v. I swapped the pump relay with another but did the same thing.
Any suggestions would be appreciated.

Best to check voltage, engine cranking. Check the voltage at the fuel pump fuse, no need to pull fuse, there should be a bare spot over each fuse leg, check there. If the voltage does the same thing, there, check the ip/bat fuse.
