1994 Other Saturn Models Engine Fan does not turn on when A/

I have a Saturn SL2 model. The engine fan and the ECTS Coolant Temp Sensor are new. My fan relay works, but I have by-passed it and can remotely turn on my fan from inside the car. I can manually turn on the fan and have to when the A/C is on and I am stopped and idling. I need to know how to troubleshoot the problem of the fan not coming on when the A/C is turned on please.

Usually if the coolant sensor is unplugged, the fan will engage. There are two sensors, one for the ecu and one for the guage or dash warning lamp. With a scanner the realy can be cycled for troubleshooting purposes, without it can be a little more difficult. Firstly, when engine is hot does fan engage?Remember the fan wont come on til engine reaches approx 220 farenheit. The fan doesent usually run continous when the a/c is on. Just when pressure is up.
