Problem with cooling system

I have a 1993 Saturn SL, motor 1.9, 102000 miles.

The problem is that the cooling fans does not turn on, they relay is good, the fuse is mint. Even when I turn the AC on it does not move. I check the activation signal for the cool fan relay and the negative connection is not good because I put a jumper to the chassis and the relay worked fine. However I don't know if that signal is coming from the computer or the temperature switch. Can you help me with it? Also I don't know where that temperature switch is located and if it has something to do with the fan not working when the AC is on.

The computer energizes the cooling fan relay. it does this after input from the coolant temp sensor or the AC switch.

Since the fan works with a jump to ground that is what I would focus on. Run a new ground and see what happens.

The coolant temp sensor should be updated to the newer brass tip design from Saturn if it has not already been.
