radiator fan

I have a 1996 Saturn SL1, 4 cylinder with 140,000 miles with an electric radiator fan that does not come on when the engine gets hot. Doesn't the fan come on automatically when the a/c compressor kicks on? I have changed the radiator fan and I know it works when I jump it to the relay switch in the underhood fuse panel. I swapped out the relay switch with a new one but that didn't do it. I checked the 30 amp fuse and it is ok. Is there another fuse or relay that maybe I am missing. The a/c compressor will no longer come on either. About a week ago I checked the R134 refrigerant level and it seemed to be fine. Any suggestions? Thanks for any help. David

Since you know where to find the relays/fuses-now look in the book and locate the coolant temperature sensor and also for a temperature switch if it has one.
