2003 Saturn Ion Barely blows air anymore

Air Conditioning problem
2003 Saturn Ion Engine Size unknown Wheel Drive Type unknown Manual 75k miles

My car used to blow the air just fine and now the fan to blow the air won't even turn on unless I turn it to 3 or 4. (4 being the maximum)

When it is turned to 4 it feels as if the AC is only blowing at the 2nd level. Nothing had been wrong with it up to this point.

My air filter does need to be replaced but. Me being ignorant in relation to vehicles. I don't know if that would significantly matter.
