2006 Saturn Ion Noise

Driving at least 35mph and with a cross wind we get a loud horn like noise from what sounds like, under the hood on the right side. Coincidentally it started when I changed the air filter. I have changed the filter three times and used different manufactures. The boot was torn and loose on my Struts and they were due for changing, so I did change them. I have traced the air duct to and out of the air filter and found it clear with no damage. I have never heard it without a cross wind.
Can you help me find the problem?

It's odd that it started when the air filter was replaced. It makes me believe it deals with that. However, if it only happens with crosswinds, check to see if the rubber molding around the door is in good condition.
