How to remove old fuel?

I would like to remove the old fuel from this vehicle because it's been sitting for a long time. I have a crank but no start. The key light is on in the dashboard. Now the OBD 2 connect is only getting 4.21v on pin 16. Keeps getting better...

Please follow this video to remove the old fuel, it is important to fill the tank with new fuel when empty to help flush the system out. Also, check your battery voltage for 12 volts for the ALDL problem.
