2003 Pontiac Sunfire COOLING FAN

Hello, My cooling fan will not come on. The OBDcode was 1480 (cooling fan)
I found a burnt 30 amp fuse blown (replaced)
Still no fan (replaced the relay) still no fan and fuse is fine.
Replaced the cooling fan (the old one did seem to have resistance)

Still the cooling fan will not come on, and I still get the same code even after clearing (1480)

What triggers the fan on, what would be the next step?? Thermostat?....
