THE GAUGE SHOWS THE CAR IS PLENTY WARM TO BE BLOWING WARM AIR; BUT IT BLOWS COOL AIR UNLESS YOU GO FAST, THEN IT WILL WARM UP.
WHEN YOU ARE JUST SITTING IT WILL BLOW COOL AIR. WHAT COULD CAUSE THIS?

Either a bad waterpump of a restriction in cooling system.

If cooling system has never been flushed, I would drain and flush cooling system and replace thermostat.

If problem persists, replace waterpump. Some cars are equipped with waterpumps that have a plastic impeller, these can seperate from shaft and reduce coolant flow at slow speeds.
