Turns over but wont start

2002 pontiac grand am 2.2
engine turns over but it wont start. I checked the fuel pressure and it read around 40. The book said it needs to run around 50 to 65 psi. The fuel pump turns on and whirls for a few seconds like its supposed to. Can the fuel pressure reading 40psi be eoungh for it not to start. I also replaced the fuel filter. Thank you

You may have a faulty fuel pressure regulator, but car should still start with 40 pounds. Check the injectors for pulse.
