1999 Pontiac Grand Am Won't Start

Hello, my car sat for about 3 weeks, and it has been very cold -5 to -15, when I tried to start it it turned over twice very slowly. Now it won't even try to turn over, I have tried boosting it, installed a new battery, and still it won't turn over, it makes a click when you try to start the car, but it doesn't turn over. I am wondering if its possible that something froze on the car, The car never had problems starting before. Thankyou

You might have to see if you can turn the crank, by hand.

Can you tell if there is a load on the starter circuit, when you turn the key to crank? You might turn on the lites, watch for a reaction, when you turn the key to crank.

When you turn the key to crank, the purple wire at the starter solenoid, should be hot, as well as the starter field terminal, that's the terminal that goes down into the starter housing.

You might have somebody tap on the starter housing with a hammer as you try to crank?
