The AC compressor is clicking on and we can feel some cool air if we are driving over 60 and set on outside air. Like the speed is pushing the air for the fan, though very faint.

Replaced the dual climate control module, still doesn't work. I believe it's the fan/blower but I'm unsure since it does work on occasion and very well when it does. Does this sporadic behavior suggest an electrical problem? Or should we replace the fan?

If the fan isnt blowing out of the dash at times, it could very well be the blower motor that is bad.I have seen many of them work, then not work intermittently.Your best bet would be to use atest light and see if there is power at the blower motor (under right side of dash)when it wont work, this will tell if the blower motor is shorted internally. Also inspect the connectors at the blower motor and the speed resistor(Next to blower motor) for signs of overheating connectors (Discoloration/melting) this can also cause your problem
