1997 Pontiac Bonneville NOISES COMING FROM REAR QUARTER PAN

I have just noticed a noise coming from what looks to be a motor of some sort that I can see under the rear of the car on the pasenger side of the at the far rear....I noticed some rotted rubber hoses going to this unit which starts to make noise when the ignition switch is in the on position with the car runing or not.....does anyone know what this thing is? Could it be something for the rear shocks?

Basically that is a compressor that adds and releases pressure.
