1997 Plymouth Voyager overheating

While driving at highway speed there iss no trouble, however in stop and go traffic the temperature gauge goes up and ultimately I have to shut the engine off. I have just noticed that the radiator fan/s do not operate. Could this be related to the thermostat? The car has high milage and the thermostat has never been changed. If not what could be the problem? I checked the fan fuse and it is fine.

Without the thermastat being changed in so many miles, that is where I would start, and while you are doing it flush out the radiator and cooling system before putting a new thermastat. That would remove other gunk in the system that could slow down the circulation. The fans could be the problem but would start with cleaning the system first. With driving at highway speeds there is just enough circulating to keep it cool.

I'd suspect the electronic fan relay module. It lives to the left of the radiator and is a very high failure item.
