The starter is smoking and turning slow
whats the matter?

It sounds like something has shorted out in it and it is drawing too many amps. I would remove it and have it bench tested at a parts store. Most will do it for free. That way you will know if that is what is causing the problem. It could cause a fire it I am correct.
