No start

My son's car quit on him going down the road had a record bring it to my house I'm a mechanic my results come back they didn't need to start her brush kit installed so I fixed the starter starters good starter turns put it on the car no turn motor is not locked up I can turn it freely on the harmonic balancer when I turn the key on something under the dash is click click click click clicking

This sounds like a relay issue but just to be sure what the issue is, you are able to turn the key and the engine does not turn but you hear a clicking? You are able to turn the engine by hand so it is not locked up, you just can't get the starter to turn the engine over?

here is a guide that will help with this but I would suggest starting with checking voltage at the starter just to be sure it is not getting voltage:

Then I would remove the relay in the under hood fuse panel as this is where the relay is for the starter. It is close the the back side of the dash so it may sound like it is clicking under the dash.
