No crank no start

Parked truck at home tried to start later and would not do anything. Checked starter, battery, fuses and replaced ignition switch, still the same. But, now when I hook up the battery the heater is on, the chime is on and the starter is clicking without the key in. Also, gauges are not right is the BCM my problem?

Check the items in the picture first, it may only be a fusible link that is burnt up, but it has to go there first. Should have battery voltage on both sides. See picture.
